As is required by both the NC Department of Administration and NC State regulations, all property, capital or non-capital, acquired by an NC State University department must be disposed of through the NC State University Surplus Property Office. Surplus property is defined as property that has a resale value but is no longer needed by the University department to continue its operation.
How do I begin to surplus state-owned vehicles, trailers, and etc?

What is the surplus process for titled and tagged vehicles, etc.?
Titled and tagged vehicles include trucks, cars, vans and trailers. Please follow the Procurement and Business Services’ Disposition of Tagged Vehicles process.
How is the surplus process started for non-titled and non- tagged vehicles including any for motorized non-highway use?
Non-titled and non-tagged vehicles include riding mowers, forklifts, golf carts, tractors and four wheelers. Please follow the Procurement and Business Services’ Disposition of Non-tagged Vehicles process.
Where is the original title to the vehicle filed?
All titles are stored with Procurement & Business Services. Please reach out to the Surplus Property and Warehouse Services Lead for the original title.

Who uploads the completed and signed surplus documents in Origami?
Once all surplus documents are completed, approved and signed; Procurement & Business Services will upload the documents to the vehicle page in Origami.
The Origami Vehicle Coordinator will receive an email from IRM / Origami confirming the documents have been received. Once the vehicle has been removed from NC’s property the insurance can be canceled by surplusing it in Origami.
What does “Sold AS IS – WHERE IS” mean?
The person purchasing the vehicle is buying it “with all faults” and without any warranty or guarantee of any type, express or implied. The vehicle will go on bid for 10 calendar days. The buyer will have 10 days from the end of the bid cycle to pick up the vehicle. The buyer will pick the vehicle up at its current departmental location; as advertised.
What does it mean to have the vehicle “delivered”? Where will the vehicle be “delivered”?
The department will deliver (drive or tow) the vehicle to the NC State Surplus Administration Warehouse at 6501 Chapel Hill Road, Raleigh, NC 27607.
If the vehicle needs to be towed, who is contacted?
The department will hire Motor Pool or another towing company based on where the vehicle is located.
Can the insurance premium be canceled prior to it being sold or taken to NC State Surplus on Chapel Hill Road?
No.
If the vehicle does not have the original title what needs to be done?
If the original title was lost, the department representative must go through DMV to obtain a Duplicate Title. A copy of the title is not acceptable. It normally takes 4-6 weeks to receive a duplicate title. Before traveling to your local DMV, call to confirm they accept the desired payment method.
Can the vehicle be surplused if the license plate was stolen or lost?
If the license plate on the vehicle is lost, the department representative must go through DMV to obtain a new license plate. Before traveling to your local DMV, call to confirm they only accept a check or money order.
What is an Emissions Block?
This is a block by the DMV. This block was added due to outstanding fees the department owes to the DMV. The vehicle cannot be surplused until these fees are paid.
What is the “Surplus Date” under the “Surplus Details” section in Origami?
This is the date the vehicle was removed from NC State property.
After I complete the “Surplus Details” section in Origami (to cancel the insurance premium on the vehicle) and hit the “Save Changes” button, do I need to email IRM about the surplus?
No. Origami emails IRM any changes the Origami Vehicle Coordinator has made to a particular vehicle.
